Duties and Responsibilities
 

1. Planning and design of external strategies for communications and outreach

  • Preparation and conduct of communications needs assessments for CO (projects, country programme and corporate change initiatives, etc.)
  • Drafting/editing of CO communications and outreach strategy based on CO strategic priorities and the UNDP External Communications Action Plan.
  • In consultation with the CO team, formulating key messages to be promoted and advocated by UNDP in Uzbekistan.
  • Creation of a workplan which involves specific priorities for each unit
  • Analysis of requirements and synthesis of proposals on ways to integrate advocacy and communication strategies into all aspects of UNDP’s development programme during programme and project formulations.
  • Supporting organization of high-level missions, visits and meetings. Coordinating the agenda, briefs, (communications) talking points and etc.
  • Engaging and coaching senior leadership on media events of relevance to UNDP.

2. Advocacy for the SDGs and promotion of UNDP’s position and work on major issues.

  • Production of SDG-related stories for the UNDP website
  • Drafting of opinion pieces (op-eds, blogs) and talking points for events
  • Establishing, maintaining and further developing an updated network including national and international journalists, researchers, opinion shapers;
  • Promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications such as the Human Development Report.
  • Consulting media leaders for feedback on what sort of UNDP program stories would provide the substance for their reportage, determining what “sells” and when.
  • Promotion and maintenance of public information campaigns on issues including UNDP activities, UN Reform, and Sustainable Development Goals.
  • Monitoring the relevant UN days and events to ensure UNDP active participation in order to open avenues for advocacy and public relations activities.

3. Supervision of the design and maintenance of the UNDP Uzbekistan external web site

  • Supervision of content and maintenance of the office’s external website based on corporate requirements in cooperation with the ICT staff.

4. Support for programmes, donor visibility and support for resource mobilization

  • Communication around programme results, for donor audiences.
  • Maintenance of increased coverage and understanding of UNDP’s work in the country or practice area through local and global media stories as guided by the UNDP External Communications Action Plan, provision of newsworthy information to national public and, where possible, donors.
  • Organization of roundtable discussions, press conferences, briefing sessions, interviews, launches with donors and partners as needed.

5. Facilitation of knowledge building and management

  • Sound contributions to knowledge networks and communities of practice including corporate communications repositories.

Required Skills and Experience
 

Education:

Master's degree in media relations, journalism, publishing. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

At least 2 years of relevant experience at the national or international level in public relations, communications or advocacy.

Skills:

  • Excellent knowledge of public relations and advocacy skills;
  • Sound knowledge of the overall economic, political, cultural and above all media circles in Uzbekistan and preferably also internationally;
  • Good understanding of the UN system in general, and UNDP in particular, its policies and operations, and of current development topics and issues;
  • Proven ability to work well under deadline and to be multi-tasked;
  • Familiarity with knowledge management and communications approaches for planning, executing, and monitoring internal and/or external communications strategies;
  • Demonstrated willingness to work as part of a team; ability to build alliances and manage relationships;
  • Excellent computer skills, handling of web-based management systems and social media.
