Должностные обязанности

FM Specialist to be hired according to thе Terms of Reference should:

 -Become fully familiar with (i) all regulations governing preschool education financing in Uzbekistan, (ii) the Project Appraisal Document, (iii) Legal Agreements and Disbursement Letters for the Project, (iv) ECAPEV Grant Agreement, and (v) draft Project Operations Manual

 - Be responsible for the financial management of funds of the ECAPDEV Grant for the Project (TF #0A8999).

 - Prepare inputs for the development of the final version of the Project Operations Manual (POM) and Social Impact Bond Operations Manual (SIBOM) in the format and timeline acceptable to the MPSE and World Bank

 - Contribute to the preparation of the Feasibility Study for the Project in fulfilment of the requirements of the President’s Resolution #3857 of July 16th, 2018, including recruitment rules, professional development plans, adequacy of equipment and information systems;

 - Set up the ECAPDEV Grant and Project financial, accounting and reporting cycles (including installation of a functional accounting software) to ensure the readiness of the FM arrangements by the project effectiveness;

 - Ensure subsequent compliance with the requirements of the project documents (POM, SIBOM, etc.) that includes financial and accounting policies and procedures, project management guidelines, forms of financial reporting, budgeting and budgetary control, internal control, and audit requirements;

 - Develop and approve the ECAPDEV Grant expenditures budget, budget estimate, including the complete breakdown of expenditures according to the applicable requirements;

 - Manage Grant budgeting according to respective implementation and procurement plans, approved budget ceilings (cost estimates, etc.);

 - Organize and ensure budgetary control (execution of the budget, utilization of funds, bottlenecks for overall budget performance, etc), and the provision of timely payments;

 - Prepare the Grant financial statements, make annual Grant financial statements ready for audits. Provide auditors with supporting and other documents required in the course of audit, and submit audited Grant financial statements to the World Bank before due deadline;

 - and others.

 

  The specialist should prepare:

 · Grant financial statements

 · Grant Unaudited Financial Reports

 · Inputs to the Grant audits

 · Monthly reports of activities perofrmed.

  • Knowledge of National Accounting Standards. Knowledge of International Financing Reporting Standards is an advantage.
  •  Computer literate: MS Office, IE, etc.
  •  1C accounting software experienced user (required)
  •  Knowledge of local regulations: accounting, taxation is required. Knowledge of international development partners’ projects implementation regulation will be an advantage.

  FM Specialist to be hired should note that he/she will:

·  be appointed and dismissed by the order of the Minister of the MPSE;

·  work under the supervision of the Department for International Collaboration and Investments of the MPSE.

  FM Specialist shall in his/her activities be guided by:

·  Terms and conditions of the Grant Agreement signed between the Republic of Uzbekistan and the International Development Association (IDA);

·  The World Bank’s “Disbursement Guidelines for Investment Project Financing”.

·  The Grant Procurement Plan approved by the World Bank.

·  Legislative and regulatory acts of the Republic of Uzbekistan as well as the regulations concerning the implementation of MPSE regulating the Project;

·   The legislation of Republic of Uzbekistan and the Internal regulations and procedures of the MPSE as well as this Terms of Reference.

 FM Specialist should:

·  Ensure due follow up and adherence with the local legislation, responsibilities and tasks stated in this Terms of Reference, as well as a timely delivery of reports and other tasks (regular and annual reports);

·   Be responsible for failure or improper performance of his / her official duties under this Terms of Reference;

·   Note the offences committed in the course of activities carried out within the limits defined by current administrative, criminal and civil legislation of the Republic of Uzbekistan.

Duration of assignment. The candidate will be hired for the Grant implementation period, i.e. until December 31, 2019 or the Project effectiveness date, whichever comes first. The probation period is 6 moths.

Job Description
